Background Information
Thompson Consulting Engineers Pty Ltd (TCE) was formed in Toowoomba in October 1995 to
provide a quality personalised service in the consulting engineering
field that could deliver practical advice.
Our service is enhanced by our network of specialist contacts who are
available to provide supplementary consulting services when required.
Assistance of specialist sub-consultants is sought for any areas of work that require more
detailed input, including survey, environmental consultancy, quality assurance,
architecture and electrical and mechanical engineering.
Sub-consultants are selected under the TCE Quality System guidelines as being the most
appropriate and skilled sub-consultants available for particular projects. They are established
businesses able to provide the ongoing service required for a long term
professional relationship. The contact point for all sub-consultants is
through TCE, and they are instructed by our firm unless the client has
specific alternative requirements.
This arrangement is similar to that utilised by many larger firms. However, in some
cases firms may not be prepared publicise to their clients the fact that
they use sub-consultants. We acknowledge our use of a specialist network
at the outset, and believe specialist networking to be the way of the future.
International links are also available due to our adoption of current communications
technology.

Service Area
The consulting engineering practice is available to service an area from northern New
South Wales north to Rockhampton, and from the coast west to the Queensland Northern
Territory border. Clients are attended to either by road or by air, depending upon the
urgency and duration of the particular project.
In addition, TCE has been involved with the preliminary phases of projects in China,
and personnel have visited sites to prepare detailed feasibility studies.

Service Delivery
For projects involving a team of sub-consultants, members have Internet access to
enable rapid transfer of data. We prepare designs, drawings and reports in our own
offices, circulate them electronically for checking and verification, and then sign and
issue them. If required, we can e-mail these documents to the client.

Client Base
TCE's current client base includes departments of the Queensland Government (with whom
we hold second party certification for quality assurance), the electricity construction
industry, other engineering consultants, the insurance industry, the legal profession,
primary industry (particularly irrigation), private business and individuals.

Personnel
The office presently is attended by an experienced engineer and a part time office
administrator, and the company retains on a contract basis experienced engineers,
construction supervisors and draftsmen, depending upon the work load.
Other staff are engaged on a project by project basis. We have available a network of
capable people and companies that assist us to deliver prompt and appropriate service. Our
group is wide ranging in skills, and has been put together from the extensive experience
and contacts within the profession developed over the past twenty years. Further suitable
group members are always being sought.
TCE maintains a close relationship with other consulting engineering firms including
large national consulting firms, which enables TCE to provide a full range of services to
clients and allows efficient and economical use of resources for the benefit of all
parties.

Recent Company Projects
- Provision of engineering services to a western Queensland Shire Council.
- Planning and design of further upgrading at Roma Municipal Saleyards.
- Design of road projects for the Main Roads Department in southern and western
Queensland. Sub-consultants utilized have included environmental specialists and another
firm of consulting engineers to provide full design, drafting and detailed documentation
services.
- Road Safety audits of sections of road related to Gatton Bypass duplication, both of
existing and proposed roads.
- Planning and design for stormwater disposal and waste water treatment systems at new
peak load power station at Oakey near Toowoomba, as well as administration of the
associated construction contracts.
- Contract administration services for the Main Roads Department on several sites in
south-east Queensland which have included earthworks, paving, drainage, bridges and
environmental rehabilitation.
- Involved with the design and supervision of numerous water storages (both referable and
non-referable), in particular for irigators applying for government subsidies under the
Queensland Rural Adjustment Authority (QRAA) scheme.
- Prepared engineering plans for high throughput cattle wash-down pens incorporating
effluent re-use at a large abbatoir near Toowoomba.
- Provision of skilled inspection services on local projects for clients based remotely
from our area.
- Provision of expert engineering advice and mediation services to the legal profession in
cases requiring independent expert advice.
- Civil and structural engineering services for Project Services South West Queensland
Regional Office across southern Queensland. Covered a range of sites west to Charleville
and Cunnamulla and south to the NSW border. The scope of work has included investigation
and reporting on distressed buildings, structural design of new buildings and detailing of
alterations to existing buildings, construction inspections, and advice and design for
prevention flooding of a government facility in an environmentally sensitive area.
- Civil engineering advice relating to pavement construction based on local knowledge and
experience in south west Queensland during construction of Ballera to Wallumbilla State
Gas Pipeline, thus enabling large savings to be made when compared to original remotely
based designs.
- Investigations into causes of cracking of buildings and of flooding problems in
buildings for insurance assessors.
- Provided site investigation services, structural design, drafting and construction
inspections for commercial and industrial buildings and tennis courts, working in
conjunction with other professional companies including architects, mechanical and
electrical engineers.
- Taken part in preparing feasibility study, including site visit, of large agricultural
project involving road, railway and river port construction in China.
- Carried out structural portion of pre-purchase inspection of residential dwellings, as
well as advising on problems associated with expansive soils.

Abilities
- Many years combined experience as visiting shire engineer, resident engineer or shire
engineer for various local authorities in southern Queensland.
- Carrying out of Road Safety Audits.
- Flood studies using computer software for flood estimating and modelling.
- Roma Saleyards - complete re-design of existing cattle sale yards requiring master plan
for redevelopment of minimum handling stress yards containing 250 selling pens,
marshalling, wash down and receival pens as well as weighing and loading facilities and
drainage and automatic sprinkler system.
- Research and refining of details for domestic construction relating to sanitary drainage
and site drainage to minimize detrimental effects of moisture variation on slab and
footing systems in expansive soils.
- Design and supervision of construction of airport facilities.
